Local government borrowing 2013

Kommuninvest1 is the largest lender to the Swedish local government sector. This report Local Government Borrowing – 2013 is a result of Kommuninvest’s continuous follow-up of how the local government’s total borrowing debt develops over time. The report differs from other analyses of local government debt, partly in that it analyses borrowing debt in isolation from other debts and contingent liabilities, and in part in that the analysis is made from a Group perspective, i.e. including local government operations conducted through companies. By including companies, which often conduct capital-intensive operations, such as housing and energy supply, the relation between the sector’s investments and borrowing debt is clarified.
